Paris is divided into 20 Arrondissements (districts). Starting with the 1st Arrondissement (where The Louvre is located) they are numbered in a spiral in the clockwise direction.
Most of the attractions are in 1st to 7th Arrondissements so they are the most sought after, thus more expensive. If your are not willing to spend much and can travel in public transport, then you can look for a budget hotel in the 8th, 9th, 10th, 11th, 15th arrondissement or the La Defence area. These locations are not very far and well connected to all the attractions via public transport.
